PRAGATI stands for Pro-Active Governance and Timely Implementation. The major aim of the system is promoting and pushing pro-active governance as well as timely implementation of various programs and projects. It seeks to bridge the inter-departmental gaps between various government bodies and to reduce the time for project implementation. The platform for PRAGATI was launched on 25 March 2015. PRAGATI is an Information and Communication Technology Platform that remains under the Prime Minister’s Office (PMO).

PRAGATI is an important topic for UPSC CSE Exam as it improves governance aspects of the state. PRAGATI is a topic under the Governance section of General Studies Paper II. Thus, the aim, objectives, and features of this ICT platform will be covered in the following article.

About PRAGATI Scheme

Pro-Active Governance and Timely Implementation (PRAGATI) is an Information and Communication Technology (ICT) platform that is monitored and used by the Prime Minister's Office (PMO). PRAGATI is used for reviewing and monitoring various Government projects and programs that are implemented across the country.

Recently, in January 2021, the 35th meeting of PRAGATI was held, which was chaired by Prime Minister Narendra Modi. The meeting included 10 major agenda items that were taken for review by the PMO. There were nine programs and one project that were considered for the review. The projects that were taken into consideration are as follows:

  • Three projects from the Ministry of Railways
  • Three projects from the Ministry of Road Transport and Highways
  • Project from the Department for Promotion of Industry and Internal Trade
  • Project from the Ministry of Power
  • Project from Ministry of External Affairs

PRAGATI Scheme has become an important tool to bring efficient work to the forefront. PRAGATI portal aims at the following targets:

  • Project Monitoring
  • Project Implementation
  • Public Grievance Redressal

Objectives

The portal focuses on meeting various objectives of the Government. The major objectives that the portal tends to focus on are:

  • To minimize the inter-departmental communication gap and bring down the time required for project implementation.
  • To bring more transparency and accountability to the Government.
  • To empower people and high dignitaries to raise issues on PRAGATI day.
  • To increase efficiency within various departments of the Government
  • To improve the interface and monitoring of the system of Governance by connecting technology and various other stakeholders.

Features of the PRAGATI Portal

PRAGATI Portal provides a multi-modal and multi-purpose platform. This improves the overall governance and efficiency of the Government.

The important features of the portal are listed below:

Three Tier System

The portal works on a three-tier structure:

  • The Prime Minister's Office, 
  • The Union government Secretaries, and 
  • The Chief Secretaries of the states.

Monthly Review

A monthly program is organized on the fourth Wednesday of every month at 3:30 PM. The day is termed as The PRAGATI Day. The Prime Minister leads the program.

Issue addressed

The issues flagged before the PM are picked with respect to Ongoing programs and Public Grievances. The design of the portal is such that the PM is able to analyze the issues and comments on his screen during the review.

Data Sources

  • The PRAGATI Portal sources data from the following:
    • Project Monitoring Group (PMG), 
    • Ministry of Statistics and Program Implementation (MoSPI), and 
    • Centralized Public Grievance Redress and Monitoring System (CPGRAMS). 
  • PRAGATI platform provides a central network for all three types of data.
  • PRAGATI platform also considers various other written communications to the PM’s Office. These can be from the people and other dignitaries of the states.

Upload Time

The issues flagged on the PRAGATI portal are to be addressed on PRAGATI Day (the Fourth Wednesday of the Month). These issues are uploaded Seven days before PRAGATI Day. The Union Government and Chief Secretaries can view these issues.

Login Credentials

The User ID and Password are provided to the Union Cabinet Secretaries and the Chief Secretaries of the States. The User ID provides access to the portal to the persons involved for the review of the issues.

Work Timeline

The concerned need to add their updates under the flagged issues within three days, i.e., by next Monday. Tuesday is reserved for the Prime Minister’s Office team. They review the data entered by the Union Government and Chief Secretaries of the states.

PRAGATI Scheme or Portal mainly contains four stakeholders who play an important role in its upcoming success. They consist of:

  • The Prime Minister’s Office
  • The Union Government Secretaries
  • The Chief Secretaries of the states
  • The People of India.

  • India has been moving towards digital transformation through various schemes and programs. PRAGATI Portal is an important aspect of digital transformation in e-Governance.
  • e-Governance stands for Electronic Governance. It is defined as the application of Information and Communication Technology to provide various services. 
  • e-Kranti is one of the vital pillars of the Digital India Mission. It was approved in 2015. It works with the aim of ‘Transforming e-Governance for Transforming Governance’.
  • e-Kranti includes 44 Mission Mode Projects which have been implemented in the country. One of the thrust areas of e-Kranti is focusing on e-Governance.
  • PRAGATI Portal comes under the e-Governance sub-section. 
  • Some of the other initiatives taken by the Government under e-Kranti are:

    • DigiLocker
    • DARPAN
    • Jeevan Praman
    • National e-Governance Plan (NeGP)
