Pradhan Mantri Kaushal Vikas Yojana 1.0

The Pradhan Mantri Kaushal Vikas Yojana (PMKVY), India’s largest skill certification scheme, was inaugurated on July 15, 2015. (World Youth Skills Day).

Aims of Pradhan Mantri Kaushal Vikas Yojana 1.0

  • To train and certify 50 million youth by 2020.
  • Provide notification and assessment of skill competency.
  • Provide monetary reward upon successful completion of training.
  • Implementing industry-led standards to the course curriculum.

Pradhan Mantri Kaushal Vikas Yojana 2.0 (2016-20)

  • Pradhan Mantri Kaushal Vikas Yojana 2.0 was started in 2016 following the successful deployment of the pilot PMKVY (2015-16).
  • It was expanded in terms of both sector and geography. The second phase also improves synchronisation with other government of India initiatives such as Make in India, Digital India, and Swachh Bharat.

Aims of Pradhan Mantri Kaushal Vikas Yojana 2.0

  • To train and certify 10 million youth by 2020.
  • Expand skill training to school dropouts and those pursuing education.
  • Provide financial aid to support setting up greenfield enterprises.

Pradhan Mantri Kaushal Vikas Yojana 3.0

The scheme’s third phase will be implemented in two stages. The first phase, known as Pradhan Mantri Kaushal Vikas Yojana 3.0, will be deployed on a pilot basis in 2020-21. The creation of the implementation framework will begin in the second phase (2021-2026).

  • To train and certify 15-20 million youth by 2022.
  • Focus on new age and high-end skills like AI, robotics, 3D printing, etc.

  • Introduce credit-linked placement schemes for fresh trainees.

Objectives of Pradhan Mantri Kaushal Vikas Yojana
  • Pradhan Mantri Kaushal Vikas Yojana is a Skill Certification Scheme that intends to encourage the country’s youth to participate in industry-relevant training that will help them develop their skills.
  • The scheme was created with the goal of providing stable employment for those who took part in the training.
  • Individuals’ past learning experiences or talents will also be certified by Pradhan Mantri Kaushal Vikas Yojana under the Recognition of Prior Learning programme (RPL).
  • This programme aims to train ten million young people between 2016 and 2020 so that they can earn a living.
  • Any young person of Indian nationality between the ages of 15 and 29 is eligible to apply for the scheme. The main focus, however, is on either college/school dropouts or unemployed people.

Eligibility for PM Kaushal Vikas Yojana

  • Age Limit: Typically, candidates between the ages of 14 to 35 years are eligible to apply for PMKVY training programs. 
  • Nationality: Applicants must be Indian citizens to be eligible for the scheme.
  • Educational Qualifications: PMKVY offers courses for individuals with varying educational backgrounds. This includes those who may not have completed formal education. 
  • Employment Status: Unemployed or underemployed individuals are often prioritized for PMKVY training. The scheme aims to improve the employability of such individuals.
  • Aadhar Card: In many cases, having an Aadhar card is necessary for applying to PMKVY.

Salient Features of PMKVY

The salient features of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 3.0 are as follows:

  • The scheme focuses on providing training on skills that are in demand in the industry. This is done through regular consultations with industry experts.
  • The scheme provides short-term training programs of 3 to 6 months. This makes it possible for even those with limited time to acquire new skills or upgrade their existing skills.
  • The training provided under the scheme is free for all eligible candidates.
  • The scheme also provides for the recognition of prior learning (RPL). This means that candidates who have already acquired skills through work or other experiences can be certified without having to undergo formal training.
  • The scheme provides placement assistance to all trained candidates. This is done through a network of placement partners. This includes employers, industry associations, and training providers.

Key Components of Pradhan Mantri Kaushal Vikas Yojana (PMKVY)

The key features of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) are as follows:

Special Projects

  • Other stakeholders from any state/central government organizations/autonomous bodies/equivalent corporations who wish to contribute to nation-building by offering training to youth can also pitch their ideas to broaden the horizons of the target candidates.
  • Training will be delivered in a variety of settings, including different locations.

Short Term Training

  • It entails providing both directed training in accordance with the National Skills Qualification Framework (NSQF) and working on the individual’s whole personality through increasing soft skills, financial and digital literacy, and, most crucially, entrepreneurship.
  • Short-term training will be delivered at Training Centres (TCs) and will last between 150 and 300 hours, depending on the field of work.
  • The Training Partners will also give candidates with placement training (TPs)
  • The entire training is supported by the government, and TPs will be paid on a regular basis to ensure that the scheme runs well.
  • The Short Term Training adheres to the NSQF level 5 and below in order to provide high-quality training and maintain quality standards.

Kaushal and Rozgar Mela

  • By holding Kaushal and Rozgar Mela every six months, Training Partners (TPs) are anticipated to facilitate community mobilisation.
  • The media’s coverage of the Kaushal and Rozgar Mela makes it more accountable and transparent, revealing the overall state of affairs on the ground.
  • Organizing National Career Service Melas and other activities will also increase the targeted youth’s total exposure and boost social and community mobilisation.

Recognition of Prior Learning (RPL)

  • Individuals who already have the abilities but are unemployed will be assessed and certified in accordance with the requirements.
  • Project Implementing Agencies (PIAs), which include Sector Skill Councils (SSCs), will have two major responsibilities:
  • Use any of the following types of projects to implement Recognition of Prior Learning:
  • RPL on the grounds of the employer
  • RPL Camps are a great way to meet new people.
  • RPL Centers are places where people can go to get help with their

Continuous Monitoring
