First Woman IAS Officer - Anna Rajam Malhotra

Anna Rajam George (née Malhotra) was born on July 17, 1927, in Niranam village in Kerala. She was the daughter of Ottavelil O. A. George and Anna Paul. Her grandfather was the renowned Malayalam author Pailo Paul. Anna spent her childhood in Calicut and completed her intermediate education at Providence Women's College. Later, she pursued a Bachelor's degree from Malabar Christian College in Calicut. This was followed by a Master's degree in English Literature from Madras University after relocating to Madras.

In 1950, Anna took a significant step in her career by attempting the civil services examination. Little did she know at the time that she was making history as the first woman to qualify for the interview round of the examination.

This honest and hardworking woman had a life that only a few women in her era experienced. Her example encouraged many to enter public service in the years to come.

About Anna Rajam Malhotra - The First Lady IAS Officer Of India

Anna Rajam Malhotra was born on July 17, 1927. She was an exceptional Indian Administrative Service officer and the first woman IAS Officer. She was the first lady to achieve this esteemed position in the country. She joined as an IAS officer in 1951, and interestingly, she was married to R. N. Malhotra, who was her batchmate.

Early Life and Education

Born in Niranam, Thiruvalla, Pathanamthitta, Anna Malhotra was the daughter of Ottavelil O. A. George and Anna Paul. Her grandfather was the renowned Malayalam author Pailo Paul. She had a rich educational background, She

  • Completed her secondary education at Providence Women's College 
  • Her undergraduate studies at Malabar Christian College in Calicut. 
  • Pursued her master's degree in English literature at the University of Madras in 1949. 
  • In the year 1950, she passed the civil service exam. She became the First Woman IAS Officer

Career

Anna Malhotra faced discouragement from the board, consisting of four ICS officers, including the Chairman of UPSC, R. N. Banerjee, who suggested that she join the Foreign Service or Central Services, considered it more suitable for women. However, she firmly stood her ground and argued for her right to join the IAS.

Her initial posting as a civil servant was in Madras State, where Chief Minister C. Rajagopalachari hesitated to assign a woman the charge of a district sub-collector and offered her a post in the Secretariat instead. Refusing to compromise, Anna Malhotra, trained in horse riding, rifle and revolver shooting, and magisterial powers, insisted on being posted as the Sub Collector of Tirupattur in Madras State. That made her the First IAS Officer female. She held numerous high-ranking positions for both the governments of Madras and India. Some of her notable roles included:

  • Under Secretary, Agriculture;
  • Under Secretary and Deputy Secretary, Public; 
  • Secretary to Government, Agriculture Department; 
  • Deputy Secretary, Department of Revenue, Ministry of Finance; 
  • Additional Secretary, Ministry of Agriculture; 
  • Chairperson, National Seeds Corporation; and 
  • Secretary to the Government of India, Ministry of Education and Culture.

Anna Malhotra was able to work with seven chief ministers. She worked closely with Rajiv Gandhi on the Asiad Project and met Indira Gandhi for a short time. As Chairperson of the Nhava Sheva Port Trust, she was very important in making sure that Mumbai's first computerized port was built. She was also the first woman to work as a Secretary for the Government of India.

Recognition and Legacy

In recognition of her exemplary service as the First Woman IAS Officer, Anna Rajam Malhotra was awarded the Padma Bhushan, one of India's highest civilian honours, in 1989.
