Given: Total persons in a town is 840

Persons who read Hindi = 450

Persons who read English = 300

Persons who read both Hindi and English = 200

Persons who read neither Hindi nor English = Total persons in a town - (Persons who read Hindi + Persons who read English + Persons who read both Hindi and English)

= 840 - [450 + 300 - 200]

= 840 - 550

= 290

∴ The number of persons who read neither language is 290. 

Hence, "Option 4" is the correct answer.
