Logic : (1st number + 2nd number) - 2 = 3rd number

So,

3 + 5 - 2 = 6

8 - 2 = 6

6 = 6 (LHS = RHS)

And,

5 + 12 - 2 = 15

17 - 2 = 15

15 = 15 (LHS = RHS)

Similarly,

9 + 4 - 2 = ?

13 - 2 = ?

11 = ?

Hence, "11" is the correct answer.
